If one were to buy on August 25, 2009(T), T+3 will be on August 28, 2009. T+4 will be on Sept 1, 2009. If the players want to move the counter, it normally will wait for T + 3 or T + 4.

If you look at the chart, this counter should have moved gradually. You can see the doji sign, which is a bullish signal. It is not moving because they said the players want to wait for the contra players to sell first.
